I did find something else weird after looking at all the wireless settings though. From Android Wireless &networks settings I went to More..., then Mobile network settings - Data enabled was checked (Enable data access over Mobile network was enabled). I guess that's why I saw high use of cell standby.

I still had too much battery use after changing the setting so renaming the apks probably would have helped as well. Since this device is not data enabled, those apks should not be in use at all.
