The most reliable way to tell is to add a preview of the book. If it's an epub, you'll see "EPUB (DRM-free)" or "Adobe DRM EPUB" in "Download options" under the cover image. I have 3 today that don't give me a download button , yet all 3 say:
"READ THIS ON: DESKTOP eREADERS ANDROID IOS TABLETS WINDOWS"
IIRC occasionally the download link shows up sometimes the next day?
