I think it depends on what version of WM DRM and what version of Win Phone you have. MS working hard at keeping things incompatible....

German library audiobooks work on Win Mobile 6.5 (what I had in 2006) but not on the newest Win Phones, because they use v 10 or 11 of the darn DRM. Infuriating!
