I first deregistered my KK 2009 which had a different set of collections. Then I went to K4PC for Win 8, clicked the Import button for Collections and it only showed PW 2013 and PW 2012 Collections. The KK 2009 Collections were removed from the Cloud.

Thus, the CS rep was wrong or the process was changed after you spoke to him.
