Keep in mind, the values are driven by stock and sell-through rates (demand). The 3G is more valuable because of the 3G, but it isn't exactly a popular model. The Wifi price is dropping as folks start trading in more for the new PW, and will continue to drop over the next few weeks.
See the Sony Vita with 3G... It should be sold for more, as it was only available in launch bundles. However, it is being sold at the same price as the Wifi only model, and they still can't sell through their initial stock. Nobody wants it.
While a couple details are different, the Kindle 3G is similar. Not enough people buying the 3G used through this program to justify taking them in at as high a price.
