I'm in the US and have made a couple of purchases at the Kobo UK site via PayPal and have not seen any foreign transaction fees from either PayPal or my bank. I'm using a direct transfer from my checking account via PayPal, so that might be why. Kobo shows my total as £2.99 and PayPal shows the total to be taken out of my account in dollars (just under $5), so PayPal appears to be doing the conversion.
