The more that you can slow up the expanding gasses, the quieter that suppressor will be. The key is to dissipate the gasses. A one-liter plastic drink bottle loosely filled with steel wool that has been greased with petroleum jelly, with a smaller plastic tube inside the middle of that with lots of holes punched in it to allow the gasses to enter the steel-wool filled bottle, one end of which is slipped over the barrel of the firearm and taped with a LOT of duct tape, and the other end sticking through a hole in the bottom of the one-liter bottle would be about quietest one could improvise without resorting to a machine shop.

The Ruger .22 with the front blade sight removed is perfect for this. Very, very quiet, but don't ask me how I know.
