Your remaining dictionary to be loaded is probably the Dutch one. You can check your device's .kobo\dict directory for the dictionaries that have been loaded, and I'm willing to bet that dicthtml-nl.zip is not there.
Hum! I was all ready to say "you're completely right!" But when I checked, dicthtml-nl.zip does appear to be there, and it's 2.4 MB as well. That's smaller than most of the regular dictionaries but bigger than the translation ones inside the dict folder. Weird! So I checked to see if the url you found only worked locally for the most stupid reason, but no, I get 404 as well.

So I went to check the usefulness of my NL dictionary again. Maybe I did something wrong last time, but I can easily select it from the drop down inside dictionary when reading a book... So... it works. Maybe the url worked at some point and then the file disappeared from there or something?

So then I synced to see what this dictionary in the queue was... but nothing changed. It still says there's a dictionary in the queue, but all dictionaries have a check mark (or a plus sign).
