That seems an odd decision on their part.

I went to the service desk. I said, "I'm considering a membership. I'd like to look around the store." They gave me a little slip of paper. The slip told me what the surcharge percentage was. I went into the store. I later signed up.

I let the membership lapse after a while. A few years later I went back and did the same thing.

I would never have paid for a membership otherwise. I would not go through the hassle of signing up, not liking it, and getting a refund. Even if they replaced the food samplers with strippers, I'd want to see that it's worth the money.
