Well, for comparison purposes, I have a Factory Farm that started out at level 2 from my drop package with 800 Food and 400 everything else, which is upgraded to Level 7 and gives me 2800 food and 1400 everything else. At Level 5, IIRC it gave me 2000 Food and 1000 everything else.
So a similar Pop-oriented city core could well end up with a 4000 yield at Level 10.
But aside from that, if you think you've got all the numbers worked out, good luck with it.
