Upgrading a core means it costs 10 to surge it, and I don't have the option of getting small bits at a time. I'd love the option of partial upgrades, but I don't want to have to use 1/5 of my surge points on Population. Also, I doubt the surge value goes up in direct multiples every level--I don't think a Gen City Core would be 4000 pop at level 10 (not that I would want that). I think I'd like 800-1600 pop per cycle, and Gen City Core is the cheapest way to get them (well, aside from gifts, which, sure, I'd be happy for, but I don't think I can plan on getting 750-1500 worth of pop gifts every cycle).

I have 2 Antimatter Reactor Towns plus the ordinal Factory Farm. I have the antimatter at level ten when I surge them I surround with assets that I need the least. I try to surge one city core for three cycles, then on the forth one surge what ever need the most--normal cycle surge 4 energy and 1 city. This keeps food, population, energy and military in balance.
