I used to try it, but it ended up taking up much more of my Military than actually paying them off.

Possibly there may be whacks which are paid off in % of Military you already have, rather than Military calculated upon Bliss. I'm pretty sure I've been hit with them before.

At level 4, buy a whole bunch of Radiation Shields and put them on the Quick Charge squares if you haven't already. They give you 550 energy per surge, and if you've got 8 and manage to surge each batch at least once a day, then you'll get 4400 Energy per day and still have 4 points left per cycle over to surge anything else you might need.

Assuming you can stick around for 2 cycles today, that will reduce your energy deficit considerably, and cashing in a couple of Energy gifts will help take care of the rest. Buying stuff will also increase your Bliss, and if you finish the Tin Pan Alley project for L4, IIRC, then you get an L5 asset which can be surged for 900 Bliss in emergencies.
