No, Internet Explorer just doesn't use the standards because they use their own backend. So when we code websites, everything works fine in Safari, Chrome, Firefox, Opera, Dolphin, Silk, ICS default browser, but then you open up IE and BOOM! Just look at any website's code, and you'll ALWAYS see notes about fixing stuff to look better. Even Amazon's site has specific things for IE in their code.

I personally do use Internet Explorer myself when I'm on a Windows machine, and I know it's still heavily used by many others. However, you have to understand that in order to make the experience good on it, most designers and developers have had to pull their hair out working extra hours or days just to fix it.
