The point he was trying to make was that it isn't available for sale, even to people who want to buy it. There's probably some legal reason for that, but consumers don't really care about things like that. If it's available somewhere else they will get it from there instead.

There's a phrase that's popular in business consultant circles, "How easy are you to buy from?" The more barriers you erect between you and paying customers, the less likely you are to sell.
