You're right – reporting that nobody is reading though you are is a bug that will be corrected in a future update.

As for "Books with Pulse" – it's a list of books that have the highest Pulse (the most activity). The actual Pulse features are in fact available for all books downloaded from the Kobo store (at least on iOS).
