TXT file should be in UTF8, then it will work no matter what.
"Resizing" affects LRF only and only after restart. And it would work as expected only with books which haven't been opened as quisvir pointed out.

Could you try running checkdisk or even formatting internal memory please.

There is no such things as Cyrillic in ANSI, it was always 1251.
Your father's PC is probably Russian version and is using Russian as default locale, unlike yours.
