My answer to the original question is I don't believe that anyone can/does. If your job is to read and understand these things, and if you are a lawyer it will take you hours. The issue is that changing a comma will change the meaning of the document. You can't just read a legal document, you have to analyze it. Think about the various scenarios that might occur that each clause might impact. It would take you a day to analyze many of these. The last time iTunes updated it was 28 pages.

So, its not a case of spending five minutes to skim through a document. Even if you do, you aren't necessarily getting all of the implications. The question is whether you spend a couple of hours analyzing it.
