Horses are the only grass eaters that I can think of off hand that have both upper and lower incisors. They would cut grass too. I do remember from all the cowboy vs sheep herder movies that they 'believed' (incorrectly) that sheep would destroy the grazing land, but I can't remember if it was because they tore away the plants or coated them with lanolin... Maybe this is why God invented lawn mowers in the first place.
