I don't think you can dump salt water on a fresh water swamp/marsh. I'm not sure what is burning in the swamp, but in NC, the peat in the ground is on fire - can't really smother it with anything. You may have a similar problem - trying to put out a fire without damaging the surrounding ecosystem - which is protected.
