Who decides the definition of "pirated?" I've read that there is a contention between Comcast and Netflix about bandwidth and net neutrality. Comcast seems to view Netflix as direct competition using Comcast's lines and there is at least one article suggesting that the Studios don't like Netflix streaming video. Does this move suggest the major ISPs don't need a law to enforce their views?
