Those are called "storm cellars". Lots of places in Texas and Oklahoma have those, up here in the Midwest it seems everyone just has basements in their houses. I never did figure out why houses in the Texas Panhandle didn't have basements - unless it was due to the oil table being so close to the surface there. No, I am not joking. I could dig in the sand at Lake Meredith as a kid and hit oil.
