Some do. My Library (Denver Public) has some mobi DRM'd books but mostly EPUB (and PDF) DRM'd.

The truth is that some do have them but the trick is that you have to know how to get your Mobi ID for your kindle and register it with the library. Not necessarily easy for some people and (at least here) the limited selection of mobi format books probably is not worth it.

Easy enough for me, but I'm a EE/CS for some 35 years now.
