You are calculating on rounded numbers and expecting an exact result, that is never going to work.

2% of revenue could be anything from 1.500..01% to 2.499..99%
420 million could be anythng from maybe 417.500...01% to 422.49...99%, depending on how they are rounding.
29% could be 28.500...001% to 29.499...99%
4.6 billion could be 4.55..01 to 4.6499..99
And a 31% decrease could be 30.50...01% to 31.49...99%

So the figures could be anything from

2.49% is 417.5 gives total of 16.77 billion, decreased by 31% = 12.80 billion
1.50% is 422.49 gives total of 28.17 billion, decreased by 31% = 21.50 billion

29.49 is 4.55 gives total of 15.43 billion
28.5 is 4.649 gives total of 16.31 billion

So the figures are well within the margin of error, given the low level of precision available. The figures available are just not able to sustain the analysis you have attempted.
