I believe another person, Snakey, said his father's kindle was upgrade to 3.1. His/her father noticed because LOCATIONS had disappeared on the bottom status line. It now only shows when you press Menu.

So it seems it is being "shipping" by Amazon but there's no telling when someone will receive it.
