This is not a rule that I'm aware of, and I've certainly seen no evidence of it on my side of things. In fact, prc files that I do a mobi2mobi conversion on within Calibre always have the same file size.

I'm thinking that the prc's you're creating with Mobipocket Creator are being built with no compression. Then when you convert with Calibre, you're seeing the benefits of compression.
