"Off" for a K3 is actually almost, if not completely, indistinguishable from screensaver mode.
Turning it "on" from the "off" state does not require a boot-up.
I've tried explaining it before, but it's difficult; the best way to understand is to just try it:
Hold the switch to the right for about 7 seconds, as it says in the manual. The screen goes blank, and the Kindle is "off."
Now, slide the switch again, just like waking it from sleep, and count the seconds. (Mine takes only about 1 full second.) It returns to the same screen you left it on.
It's not anything like starting it up from a restart or reset.
So, for the K3, at least, the "off" state is not really like a computer's "off" state, but more like another hibernate or sleep, but without the screensaver, and I expect the wireless turns off, even if you left it on.
(The only reason I like the ability to do this is that it allows me to disable the auto-sleep/screensaver functions and have it turn on/off only when I want to.)
