1. Whose fault is that? There is no reason why something like a global (or per-country) internet based library couldn't be set up in a similar way.

2. It isn't meant as justification, just the reality of the situation. It's like healthcare in the UK. We get it free, so we don't really care what money changes hands internally or for what reason.
