I suspect that this is due to the standard USB having a rating of 500mA whereas the iPad charger is rated at 2A (4x the power) so whilst it'll charge the iPad, it'll take longer and the iPad will apparently tell you it isn't charging. For Sony eReaders, the PSU normally comes with the same rating (2A) but is happy (but slower) charging from a standard USB...
