Does anyone know if it's going to be added to the Kobo store, or if there's any way to get it onto the Kobo from Amazon or Barnes and Noble?

If Barnes & Noble uses standard Adobe DRM epubs for their magazines (and according to this thread, they are - and the New Yorker's even mentioned), then just open it in Adobe Digital Editions and drag & drop to your Kobo.

Not having used them, I can't say how they'll look on a Kobo or how well they'll work. Fortunately, B&N gives a 14 day trial on their magazines and newspapers, so you can cancel if it looks like it won't be worth your $2.99 a month.

Books/magazines from the Amazon Kindle store won't be compatible with your Kobo, so avoid them.
