video in epub for ipad

Reading thru Apple's instructions on embedding video in an ebook it says:
"for books with embedded videos ibookstore recommends that you include all videos in the table of contents."

I am not sure what they mean by that and is that something I could do with Sigil?

or just wrap the above h2 tag pair around the href
