it ist possible to call the ebook-viewer.exe without opening the library. How is that possible if using calibre-portable?

That is what it is there for.
When you launch the Viewer (V), it DOES NOT launch this program.

See the CLI section in the online Help for all that you CAN do without launching the GUI interface

The portable build does not include a top-level portableized entry point for anything but the main application.

However, you can launch ebook-viewer.exe from the application binaries folder directly, although it won't be portable (and will leave traces behind in your %APPDATA%).
