Article is about free ebooks for Kindles but mentions (and praises) Calibre as a tool for not only accessing free ebooks but also managing them for your kindle.

From what I saw in that article the mention of calibre is in a link to another PCMag article from Dec. 17, 2018 at How to Put Free Ebooks on Your Amazon Kindle.
