There are three publishing models:
Traditional: They pay you and only make a profit if the book sells enough.
Vanity: You pay them. They make a profit even if none are sold.
Self-publishing (which before ebooks meant paying for a print run): Can be done, even on paper print, without paying for anything. Or you can pay for editing, formatting, etc. Costs zero to publish a properly formatted ebook and list it for free for ever. POD (Print on Demand) is now competitive with non-discount paper titles and if you have a print-ready PDF then the upfront cost is merely about the cost of one copy plus shipping for a proof copy, which is an necessity if you haven't used the PD provider or done it before.

I'm sceptical of the claims of XXXXX. Their connection with the original seems tenuous. Publishers do not tout for authors, they market to readers. XXXXX's marketing seems aimed at writers.

Don't use a vanity publisher.

Memoirs
If you are really famous and nearly dead or retired, the big publishers will bid against each other and use a ghost writer unless you are proven good writer.

If you are not famous, but ought to be, then write a precis and send it to agents. Publishers are swamped by unsolicited junk.

Otherwise try writing it. Consider what to do next afterwards. A $300 laptop with free LO Writer or even free Jota on Android phone/tablet with a full size BT keyboard (about $10 to $20 without nuumeric pad) will do for a first draft. A $300 laptop with Linux can do anything needed for complete publishing.

If you are rich and determined, then a better route than the Vanity press is to hire a (ghost) writer. Leslie Charteris's later Saint books done that way and maybe most of Pattersons. The guy behind Hardy Boys, Nancy Drew, Bobbsey Twins and others started as a writer, but those are all written by multiple employed writers per series.

You can employ an editor and commission a cover.

Then you can employ specialist companies to format ebook and paper versions. After that you can publish for free and list for free.
