The release date of Pocketbook CAD Reader has been postponed to October 2015.

The video link from lesen.net said something about 2016 as a release date for the CAD Reader Flex in an interview at the IFA fair (unfortunately it's in German). The E-Mail did suggest a release date on October 2015.

We'll see if and when the device will be released.

I'm really excited about a order able 13.3 e-ink product anyway.

The mobileread wiki page for the Pocketbook CAD Reader lists a mini-HDMI port. What is this used for? Can the CAD reader be used as an external display?

I suspect it is to allow the CAD reader to output to an external display or even a projector. I doubt that the CAD reader can be used as a display for a computer. I couldn't tell from your question which way you wanted to go.
