That's apparently what the next version is going to be, which has the database and built-in Kepub changes. In any case those are going to be in the next Calibre release, whatever the version number.

I just released version 2.20.0, mostly to deal with changes in Calibre 8. The individual changes are:

• Use Calibre 8's database handling if available to prevent potential data loss on some filesystems
• Don't show driver switching option in Calibre 8 since it is no longer necessary
• Fixed bug that prevented some options from showing up in the Upload Covers dialog
• Fixed long-standing bug that prevented the "Remove Annotation Files" feature from working
• Made debug logging more consistent

Perhaps that logic is still there for earlier versions of calibre? The change in Kobo Utilities was to remove the driver switching option in calibre 8.
