Hi. Calibre is extremely satisfying. Using it does make my computer run slower. Can it be used on public computer? If we can bring device with us?

Calibre portable.
Everything gets put on a flash drive or portable HD.
You can just put a copy of your Library folder in the proper place . No need to do an Add books if you have a valid Calibre Library.
The time to do this is governed by how long it takes to do an OS level copy once Calibre Portable has been installed.

You download and install Calibre Portable very similar to regular Calibre.
For most users, the TARGET is a portable USB drive (flash or HD) instead of the system.

From the download page note:

calibre Portable only remembers libraries that are placed inside the portable folder. So while you can open any library located anywhere on your computer with calibre portable, it will not be remembered on restart unless it is located in the portable folder (i.e. in the same place as the "Calibre Library" folder).
Bolding is mine: This would be where you put a COPY of your main Library FOLDER

As to where/who:
Their Computer... Their rules on what they allow.
This is a Windows (IIRC 32bit) application, so the same OS rules should apply
