They *were* built.
By the millions.
It is doubtful anybody actually mounted them for home use but they were ubiquitous in industry, universities, and large libraries.
Nowadays they're still in limited use in deep-time archives.
They work a lot like PDFs.

My father is a retired pharmacist, and he had one in his store. You had a number of sheets of microfilm about the size of an index card.

I remember looking up old newspaper articles on rolls of microfilm at the library.

People definitely had microfilm/microform readers in their homes, but I think that they fell on the hardcore researcher end of things. I also remember using microform readers in my public library, because that's how they catalogued their books. And let me tell ya, it was a lot easier to use than index cards.
