There are two problems. One is that the software in some Readers is no longer being upgraded because the Readers are no longer supported (such as Sony Readers) and that some companies just are not updating the software to the current version (such as Kobo with an older RMSDK). So until you can overcome these issues, we'll still need fake small caps.

You might be able to overcome the 2nd issue with enough people to request a new software version, but you cannot overcome the first issue.

Here a big question: how much is good for the EPUB2/EPUB3 development keep bugs and fake markup to maintain retrocompatibility with 10 years old devices? There are several reasons that cause the slowdown in EPUB development, we know, and the ebook reader support is not the major, but there is ALSO the poor ebook reader support of EPUB specifications.
