Time and Relative Dimension in Space! It's the vehicle used by Dr. Who to travel from world to world and time period to time period. It's the thing that looks like a police call box. There's a picture of it in the car's window. (It's also notable for being much bigger on the inside than the outside, but I don't think that's relevant to the window decal.)
