Previous VAT changes - both up and down - have been accurately reflected in books prices. Can you give an example of a taxation change which has resulted in publishers (rather than the actual tax rate changes) changing the prices charged to customers? I can't think of one.

Publishers won't notice the difference. If a paper book is sold by the publisher to a bookshop for €20 (that's the publisher's price and thus always excluding VAT), I pay €21,20 for that book (we have a low VAT rating of 6%). If that same book is sold by the publisher to the bookshop for €20 but in electronic form, I pay €24,20 (21% VAT). In both cases, the publisher gets €20.

The point is that what both the publisher and the store receive is not impacted by the rate of VAT. The VAT rate affects what the customer pays, but not what either the store or the publisher receive from the sale.

I know that I was just being a smart alex. Although my wife uses another word that starts with a.

It is the same with Sales Tax in the US. Some states, including Georgia offer a Sales Tax Free Weekend for people to purchase back to school items. I find it funny that people will flock to the store to save 7%. The stores do not discount on these weekends. It would be smarter and cheaper to wait for the stores to offer their back to school sales. Most of these sales will be for 20% or more off.

Texas does that too. Stores are the same here. They wait till after Tax free weekend to put things on sale. Here the people "save" 8.25%.

No. If the sales tax rate is 8.25%, and that's eliminated, you're only saving 7.6% (100 is 7.6% lower than 108.25.)

A lot of e-books have already the same price as the the paperback variant. If the e-book VAT moves from 19 percent (actual VAT in Germany) to 7 percent the publishers can pocket the difference without adjusting the end price.

Additionally there is something like the Fixed Book Price Law in Germany. Publishers can use that law for an excuse to not 'be able to adjust the price'.

ebooks are not in the fixed-price like pbooks are here. But ebooks and pbooks are generally the same base price (so without VAT). Even though ebooks can be made cheaper (as the fixed-price doesn't count) they won't. They'll price it the same as pbooks which means they're more expensive in a shop (21% vs 6%) and then "complain" that people don't buy ebooks...

The ebook should be cheaper anyway.
