automatic azw3 conversion

How can I make calibre automatically convert to azw3 with table of contents at front?

I have tried setting the TOC option a few times but it always unchecks the next time I use the program.

If you set it in Preferences: Output Options, it becomes the Default for NEW (first time per book) conversions

If you use the option on the conversion Start: That applies ONLY to that book

Thanks for your reply. Sorry, seem to be missing something from what you said.

I can not see an option in that section of the prefs to add meta to start of book

Your image shows do not Add ticked
and
put at front not ticked,
which is consistent with do not add

Your initial post said TOC but in the post you said Metadata (AKA Jacket)

Kindles open AZW3 at the section marked 'start' or TEXT

This gets difficult to set if you make the whole book into a single XHTML file
