MOBI displays on Fire and Touch but not iPad?

I have a MOBI created by KindleGen, with no noteworthy warnings or errors. In the previewer, it displays fine in Fire and Touch modes, but not in Kindle, Kindle DX, Kindle for iPhone or Kindle for iPad. In the real world, it in fact does not display on an iPad, nor for that matter on an Android device.

The symptoms are that the HTML TOC page is displayed, and then one blank page (there should about about half a dozen). Clicking on the TOC entry takes you to the blank page, and you can navigate back and forth from the TOC to the blank page.

Does anybody have any ideas as to how to go about isolating this problem?
