At the bottom of the tag browser is an option to configure the tag browser. One of them is "Search type when selecting multiple item". One of the choices is "Match any if the items" which will use "or". The other is "Match all if the items" which uses "and". I normally use the latter and manually change it "or" on the occasions I need that.

At the bottom of the Tag Browser there is a tool icon: Search type
Then using the click and control-click allows you to build your search.

Personally, I just edit the term built (with Any mode) if I want most have All
