What faltradl said (esp. PDF/A) + the legalese part of the game.
As long as there will be stuff which one is safer with having it signed stamped and stored in computer independent ways (contracts, confirmations, certificates) pdfs will remain

PDFs aren't for reading books, but we always scan send documents in our law office with pdf.

PDFs are also sent by financial advisors/investments to those who are able or prefer the monthly & quarterly documents for online viewing. Also some documents for voting are also sent via a PDF file.

The EPUB format don't address those using a Kindle & don't have any interest in doing extra stuff to read a book in EPUB; the azw(3) is good enough for reading a book.

PDF can be hacked or recreated. AFAIK the only solid way to prove a document is unmodified is with crypto hash/sig. And that would apply to any format.
