That would only work if we could all agree on page size, font size, margin size, and so on. Basically there is no standard word-per-page number leaving the only consistent measure being word count.

That's one of the problems with ebooks. Change the font size, line spacing, or the words per line or even more than one of them and you get different estimates of how many pages a book has. And of course word count is usually just an estimate based on the average # of words per page and how many pages long the manuscript was.
