A Question About Geo-Restrictions

I've heard through the grapevine that non-US MR users can buy US books from B&N via various methods.

Has any US MR users been able to buy Canadian-only Kobo books from Kobo?

What are the legal implications of doing so? Does anyone know?

(Please avoid dead horsing this thread into copyright circles, if possible. )
