It doesn't have to be "strong" majority, just a majority. That's how democracy works.

Which is, of course, is not the point. The point is that the majority didn't want the book in the library. They didn't forcibly remove the book, they just didn't fund the library's "millage." The library made a choice, the voters made a choice. Agree with it or not, that's what it comes down to.

That's true. In election coverage, newscasters don't call that a "strong majority". They call it "a landslide".

Okay, you have a point, although the first vote (I believe) was 67% to 33%, so one of the two votes was definitely a strong majority. (And 56% to 44% is not that weak of a majority either.)
