Exclamation Battery Glitch

I've got Tolino Shine, and it has troubles with battery.
1. It can't be charged more than 70-80%
2. For every restart the battery status is decreases
I've restore it to factory settings it didn't help.
Any suggestions or recommendations?

How old is the device? That sounds like an aging Li-Ion battery. If so, there is nothing you can do except replace the battery.

The battery has had it. The only thing you can do is open it to find out what battery you need to get so you can replace the battery.
