The poster might mean that Eastern NC is as rural and "country" (a specific term in the U.S.) as it gets for them or has gotten in their experience.

And since you've given us no point of reference for your disagreement with IcecreamLtDan, it's impossible to know what you're comparing Eastern NC to and whether or not I might agree. Where do you feel that life is more rural and have you experienced those conditions personally?
