I didn't personally try it, but yes, right-to-left languages are possible with the KF8 format. This is not specific to the Kindle Touch, but a feature of the file format.

It would be great if it's really working properly. I guess it is indeed the file format but it seems like not all devices support it. |

At this point, the only currently selling device that does not support KF8 is the Kindle DXG. Kindle for iOS and Android also support it.
